A good sign that the Virginia Beach and Hampton Roads Real Estate market "may" be improving is the solid increase in settled sales and the drop in active listings for sale.  Distressed sales (foreclosures and short sales) in Virginia Beach and Hampton Roads continue to "bring down" the real estate market.
